U.S. and Russia Conduct High-Stakes Prisoner Exchange in UAE

On 10 April 2025, the United States and Russia staged a prisoner exchange in Abu Dhabi, United Arab Emirates, an important milestone in diplomatic relations between the two countries. The exchange saw the release of Ksenia Karelina, a U.S.-Russian citizen and Arthur Petrov, a German Russian national. Karelina was sentenced to 12 years in a Russian penal colony for treason for contributing $51.80 to an American charity assisting Ukraine.
